I used the Cyangenmod Milestone release for 4.3.1 and the problem seems to have went away as far as Chrome crashing on certain websites. I haven't used it enough yet to see if the RAM performance issues is still just as bad yet but my RAM seems to be reporting 694 MB still. I'm not sure if Android JellyBean reserves a certain amount for something but it was so bad that on the AOKP ROM, I would have 0 MB of RAM available. As some of you may know this is fairly normal in Linux because it tries to use up all of the RAM for disk caching or other applications that request a maximum amount of RAM, even though it doesn't need that much to continue running fine (and will give up that non-required portion whenever the OS wants to reallocate RAM). Anyway, this wasn't the case as I had many apps in the background with 0 MB of RAM allocated to them. Therefore the system seemed to be choking, either on properly allocating RAM or it just doesn't have enough.
I will see soon but for now it seems promising. I may need to go back to 4.2 at some point to see if I have some bad RAM as well.
