So I've noticed that when my housemate is home, my ping or something tends to spike.  For instance, tonight while I was playing League of Legends it would vary from a stable ~100 up to over 700 ping rendering some moments unplayable.  Now, this could be a network issue, but I'm kinda thinking it has more to do with her on Netflix all the time. 

Anyhow, my thought was to figure out a way to limit the different devices so each can get a decent solid connection. Should think this would work?  Got any other ideas?

I should also be able to connect my laptop via Cat 6 but the electrician fucked up and got a faceplate that has a phone jack on it rather than a cat 5/6 jack.  I'm assuming there shouldn't be an issue with a cat5 from the router to the wall to a cat 6 to the other wall to a cat 5 to my laptop?

Adjusting device speed can be done, but you need a router that can specifically do that from what I understand.

As far as the cat5/6 thing, are you talking cat5 or 5e? big difference (go with 5e)

The modem/router AT&T gave me has an option to limit bandwidth for wi-fi (mine can go from 1Mbps all the way up to 54Mbps). I've never had a reason to use it, but I could see how it would be useful in your case.

CAT 5e and CAT 6 can safely be used together. You'll only get the maximum bandwidth that CAT 5e provides but it doesn't matter for the Internet anyway.

As far as limiting bandwidth, you'll have to do this via Quality of Service (QoS) priorities. It won't limit bandwidth in the sense that it will cap it but it will prioritize one service over another, for example LoL over Netflix, so that if done well LoL will get its maximum use of the the bandwidth and the leftover goes to Netflix.

As far as how to do it, it depends on the router and the manual will tell you, though sometimes in home routers it may be branded under a different name such as "Bandwidth Priority" or similar.

Well, the electrician came out yesterday and replaced all of the faceplates so I was able to plug in to the router. 

This is what it was before:

I never would have imagined the increase in speeds I'm getting now that I'm plugged in.  I should also add that I used to max out at about 2.4 MB/S on torrent downloads.  Now I've seen it get up to 8.3 MB/S on downloads.

The only way to get good WiFi speed is via 802.11n and even then, you should still be fairly close to the router for good speeds.

That's not a service. That's the router's configuration web portal. You would use that to configure the QoS. Again, almost every single router model is different, so you have to read the manual for it or if you are familiar with QoS, look around until you find the options for it.

Yeah with wired, you don't have two transceivers on the same channel in the same vicinity using the same carrier frequency, so that is one reason for bandwidth relief while another could also of course be that more bandwidth is available to wired than to WiFi (except for straight 8011.2N when compared to CAT 5e).

While you're looking into your QoS and you are still interested in WiFi, google inSSIDer, install it and make sure none of your neighbors are on the same channel as you, since you are already going to be reconfiguring the router anyway. "Auto" Channel is rarely auto, and should be named "Default Channel that everyone uses that are using the same brand router".
